What changed in November 2025
Under the Immigration and Foreigners Act, 2025, the office network was realigned — the single biggest reason older FRRO guides now point people to the wrong office:
Assam moved from FRRO Kolkata to the new FRRO Guwahati at LGBI Airport.
Rajasthan moved from FRRO Delhi to FRRO Jaipur.
All of Haryana — including Gurugram — moved from FRRO Delhi to FRRO Chandigarh; Chandigarh itself previously fell under Amritsar.
Hyderabad (now Shamshabad), Ahmedabad (Navrangpura), Lucknow (Aliganj), Amritsar (Basant Avenue), Kozhikode (Mini Bypass Road) and Thiruvananthapuram (Pettah) have all relocated — older directories still list the previous addresses.
FRRO vs FRO
FRROs are the fifteen regional offices listed above. Everywhere else, FRO (Foreigners Registration Officer) functions operate at district level, usually through the local police or district authority. You don't need to work out which applies — applications filed on the e-FRRO portal are routed automatically.

FRRO offices — common questions
How many FRRO offices are there in India?
Fifteen. The Bureau of Immigration lists FRRO offices in Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Ahmedabad, Kolkata, Lucknow, Amritsar, Jaipur, Chandigarh, Kochi, Kozhikode, Thiruvananthapuram and Guwahati. Guwahati was added — and Jaipur and Chandigarh upgraded to full FRROs — in November 2025 under the Immigration and Foreigners Act, 2025.
Which FRRO office is mine?
Jurisdiction follows where you are staying in India, not your port of entry. Each state or union territory is assigned to one FRRO — with district-level splits in Kerala (three offices) and Uttar Pradesh (Noida and Ghaziabad go to Delhi, the rest to Lucknow). What is the difference between an FRRO and an FRO?
FRROs are the regional registration offices in major cities. Elsewhere, Foreigners Registration Officer (FRO) functions are typically carried out at district level, often through the local police or district authority. Applications made on the e-FRRO portal are routed to the correct authority automatically.
Do I need to visit an FRRO office in person?
Usually not. Since 2018, registration, visa extensions, exit permits and most other services run through the official e-FRRO portal, and you attend an office only when specifically instructed — for verification, an interview, or an exceptional case.
Did FRRO jurisdictions change recently?
Yes — significantly, in November 2025. Guwahati became a new FRRO (taking Assam from Kolkata), Jaipur was upgraded (taking Rajasthan from Delhi), and Chandigarh was upgraded (taking Haryana, including Gurugram, from Delhi). Several offices — Hyderabad, Ahmedabad, Lucknow, Amritsar, Kozhikode and Thiruvananthapuram — have also moved to new addresses in recent years, so older directories are unreliable.
